During questioning, the IRS states after admitting to reading the public's emails without a warrant, that they thought that that the public should not expect a right of privacy. They were so ingrained to dismiss the fourth amendment rights of Christians and Republicans, that they walked over their civil rights with a simple minded thought that they should not have "expected" the "right of privacy." THOSE CRAZY CHRISTIANS AND REPUBLICANS EXPECTED THE IRS AND NSA TO ADHERE TO THE CONSTITUTION, OMG, WHAT WERE THEY THINKING [SARCASM INTENDED]!
