 WHAT THE BIBLE DOES SAY ABOUT HOMOSEXUALITY IN ROMANS CHAP 1, A BOOK THAT ONE CAN NOT TEAR OF OUT THE BIBLE!   ONE IS GIVEN OVER TO A  REPROBATE MIND AFTER GOING THROUGH A PROCESS OF HAVING LEFT OR REJECTED GOD, AND JESUS CHRIST.  IT IS IN CHRONOLOGICAL ORDER WHAT THOSE STEPS ARE AS LAID OUT IN ROMANS CHAP 1.   Homosexuality is not condoned by the Bible, it is sin. Romans chap 1. "Given over to a reprobate mind" due to going through this process according to Romans chapter 1, 
"They knew who God was and refused to serve Him as God," they know God then leave Him, or refuse to serve Him, then they go "worship the creation rather than the creator," going out from the truth into other religions, then God "gave them over to a reprobate mind," where man lay with man as should be with a woman.
